Agradeço ao leitor que me remeteu para este post do Financial Times. Eis um trecho, com sublinhado meu:
It is uncertain whether Portugal would qualify for the PCCL [versão mais branda de financiamento], however, since eligibility is limited to countries with “very strong track records in economic performance” – which is defined in the memo as having, among other things, a “track record of access to international capital markets on reasonable terms”.
That could mean an ECCL, or enhanced conditions credit line. The ECCL comes with a bailout-style “memorandum of understanding” as well as “enhanced surveillance” by the European Commission in consultation with the European Central Bank, so it looks very much like the troika setup currently imposed on bailout countries.
